I picked up a Spark ST6-500CW headlamp yesterday with visions of using it as a self-contained bike light (no wires, no remote battery pack). The headlamp uses a Cree XML and is powered by a single 18650 battery.

How about a Solarforce L2M host and an XPG R5 drop-in? $31 plus shipping. I have this light and really like it. It also comes with an extender so you can run 2x16340 or 1x18650 if you want. I have NOT used this as a weapon light, so I don't know about it's durability in that case.
