I've tested a number of lights, and most charge at 5V and under 1 amp. Your charger will be perfectly adequate.
A few newer Nitecore's I've tested will quick charge when paired with the correct charger, but a less capable setup would just fall back to standard charging rates - so you're still fine.
The Armytek Partner C2 is single mode when the head is tightened and usually within budget, but as far as I know the output is still reduced because of the optic they're using.
It's worth noting that the Olight M2R Pro will only work with Olight's proprietary cells, so it isn't really a 21700 light as much as it's a 21700 sized light.
