    I would think driving all four in series would force the dies to have a more consistent brightness... driving them in parallel, I can see why you might get those results.

    http://theledguy.chainreactionweb.com/index.php/ has some current regulated boards for sale. You could take a look there. Put the circuit together and see what happens..... what the heck! Or put it together "virtually" with a freeware program like Linear Tech's LTSpice program

    Cool! A HIGH CURRENT Lithium Ion! The 26650's are rated at 2.3 Amp Hours per cell (similar to a regular Li-Ion). So at 40 amps, you won't get much runtime....
