    Well, you can tune on anything including the local police/fire/ambulance frequencies.... Usually there are 2 meters repeaters around that would be used by ARES/RACES. If for some reason the repeaters are down they have some fallback frequencies usually in the 80 meter band. Check ARRL and see...
