I am completely new at this and I don't know where to find electronics for sale so I can design modifications to an LED trainman's lantern. I am Looking for sites to source hardware for a build (drivers, leds, etc.). Please reply in a PM.

Spend some time looking around! There are many references around here. Look in the Divelight section as well. The first thread addresses supliers.
As far as suppliers try Dealextreme.com, Kaidomain.com for the Chinese ones...
Cutter Electronics, Avnet, LED Supply, etc...

Oh and I don't know if you'll get any PMs... That would kind of defeat the purpose of a forum.
