Default why are residential streets of washington DC, Oakton have no street lights?

On my recent visit to US , I noticed that many resident streets in Washington DC, Oakton areas are mostly dark. There are no street lights for pedestrians.

I am wondering if you guys use flashlight to walk to local grocery. Does anyone use flashlight to walk on your streets? there are plenty of street lights in Toronto.

It's because you are safer there with all the gun laws in force. There is no need for lights since there is no need for guns, because you are inherently safe

The Government is BROKE and couldn't pay the power bill and the thieves stole the poles for the copper.
