I have some older 12V ni-cad battery packs for one of my cordless drills. It's been discharged for or a spell since I don't use it often these days. Tomorrow, I have a project and I plugged them into the charger. When the charger is on, they both began emitting a high pitched whistle. Not wanting the battery to vent or such, I removed them.

Are these battery safe or are they gone?

Edit: could something in the charger whistle if the resistance on the batteries is high and/or not allowing the charger to charge them?

I would guess you're hearing an inductor in the power supply or charging circuitry, not the battery.

Dumb charger that came with Cordless drill usually doesnt use pulse charging, they usually just deliver a small current to charge the battery. My assumption is that it is not the charger, sorry i dont have the answer.
