It's probably average for an H3 bulbed spotlight and nothing special. The H4 lights in conjunction with larger reflectors will do better. Also, any 35W HID with the same size reflector will throw much better and produce about twice the lumen output.
I see that out of 36 reviews it received 3.3 stars out of five. It doesn't appear that they were overly impressed either.
Perhaps take a looks at the $75 Vector POB (power on board) or the $150 N30 from Battery Junction. The new L35 should be available shortly too and should be priced around $300-ish.
EDIT: Regarding the actual output, they stretched the lumens a bit. For example the 100W H4 wont achieve 2500 lumens from a 12V 7amp SLA. HID on the same battery will produce over 3000+ lumens at 4200K and a bit less if the color temp is 6000K.
