Your 38.4V figure is based on a starting voltage of 1.2V/cell. NiMH cells are more like 1.4-1.45V fresh off the charger.
32 cells at 1.4V each is 44.8V. Too high for this regulator. You would have to reduce your cell count to 27. That would make the starting voltage 39.15V MAX. At 1.2V/cell (nominal) your pack would be 32.4V. At 1.0V/cell shutdown, the Vlow would be 27.0V.
Please reconsider your cell count and application of this regulator.
Well that kills that idea. There is no feasible way for me to simply use 27 cells instead of 32 “it’s complicated”.
However I can resurrect my other build then:

I got my driver, but…..Um why does it say 32.0-31.0 on the back? Did you accidentally use my older “unusable specs” because the board I ordered:
It is for any entirely different light with different settings =15.0V to bulb, low bulb 16 volts, which I would assume you would write on the back of the board Not the old voltages I required. Obviously if I tired this setup and the driver was wired wrong it would go immediately into DD “low voltage pulsing” and blow my bulb instantlyfrom the 19.2 volts from the batteries
. These bulbs cost $35+ and I am not willing to make that sacrifice. So will you please respond before I try this out

Pulsing is not inherently Direct Drive. It would pulse between 71% and 50% of the Vbulb. However, sice your original specs were 32V Vbulb, it would try to pulse between 16V and 22.7V Obviously since your pack is only 19.2V it would pulse between 16V and direct drive. But the end effect would be the same.
What bulb are you using?
