Glowmarker claims "Field testing has shown that pedestrians and cyclists perceived the GLOWMARK™ to be glowing strongly after 12 hours in low-light conditions. "
Has anybody seen these? They look cheap enough to experiment with the capsules themselves.
Assuming they are using at least grade 1 strontium aluminate pigments, then 12 hours is a fair claim. Of course, a stencil and glow paint would be cheaper and brighter.
