What should I do, and what light should I put it in?

I'm looking to make an 1800 lumen light, but I can't decide whether to put it in a Mag or my WF-1000L (as a bike light, if I use the WF-1000L). It will be using 3x 20mm boards in either 3p 3.7v, or 3s 3.7V configuration.

Currently, I'm looking to use 3 of ShiningBeams P7 drivers, if I do it in 3p 3.7v (configured for 3-5 Ni-Mh's, or 1pXs Li-Ion's), but Idk what driver to use if I do Xp3s or Xp4s, or Xp2s (this configuration would be if I use FM's 3x17670 inserts, or as a battery pack for the WF-1000L bike light). The driver should be under $40, and easy to set up (or at least have some kind of manual), or pre-configured, since I will have just about that much left after getting everything else.

I might have to have someone check/balance my Li-Ions, since I'll be using my own Li-Ions, as I have ~100 of them (mostly 17670's), and don't have $ for a balancer/capacity checker. I will be adding protection boards when I make the battery packs, so don't worry about that.
