Here are some of the survival kits I have put together in the past. I like to use tungsten weights (non toxic and denser than lead) owner or gamakatsu hooks, and spectra line. If I plan on sticking a lure inside the kit, I always try to make it a spinner or spoon with a treble hook, because the treble hook can be used to foul hook fish in an emergency as well. For fire starting, a piece of ferrocerium rod with a striker and a length of jute cord. Still some room left over for anything else you think you would need. Everything is kept dry with a water tight seal.
