Why do manufactures choose to have such a low overdischarge voltage?

I'm just curious as to why most batteries with protection circuit set the over discharge voltage to 2.4-2.75 volt when the battery is depleted at around 3.5-3.6 volts and cell damage occurs at 3 volts or lower. Is there a protection circuit that will cut the battery off at 3-3.5 volts ?
