An idea about strobing

Hi everyone. I have an idea regarding strobing and wonder if this is at all possible? I noticed that whenever maximum run times are specified in any flashlight, it is double for maximum strobing run time, at the same lumen level. So for eg, if the maximum run time at the highest level is say 1hr for a flashlight, it is 2hrs at strobe setting at the same level.

Obviously this is because the flashlight is only on half the time, regardless of the frequency of the strobe. So why can't manufacturers make an ultra high frequency strobe that the human cannot detect pulsations? You would immediately double the running time on any power setting. Just like old fashioned movie cameras that play a reel of film so fast that the eye cannot detect individual frames, and so giving the illusion of continuous smooth movement.

In the same way, individual strobes would be so fast as to give the illusion of continuos uninterrupted light output whilst doubling the running time.

Is this idea at least in theory valid?
