Problem with P7 driver, output Vf only 2.38v on high

I just recieved the above driver which looks similar to the KD super p7 driver, I've connected it up to an XM-L and a 9.6v 8s1p NIMH battery and it doesn't seem to be putting out enough power, my multimeter is measuring only 2.38v across the output when the driver is on high. I tried it on an XR-E and Vf went up to 3.0v, this equates to about 150ma according to CREE's datasheets. According to the seller this driver should provide a regulated output of 2800ma?

What could be wrong?

What could be wrong?

Often they pulse the power so the Vf doesn't tell you whats going on. You need to measure the current.
