Panasonic 3100 mAh voltage vs capacity

This is the capacity chart that I am using:
4.2V = 100%
4.1V = about 90%
4.0V = about 80%
3.9V = about 60%
3.8V = about 40%
3.7V = about 20%
3.6V = empty
<3.5V = over-discharged

But, I was told that with the new Panasonic 3100mAh cells, 3.6v cells still have around 40% capacity remaining. What would a new capacity chart, representing 3100 mAh cells look like?

After reading around for a bit, I've concluded that, for anything using the NCR18650 3100 mAh cell (i.e. AW, Callies, Redilast, Eagletac), voltage below 2.5v would be overdischarged, and ~2.8 volts should be considered empty. So, it would be safe to wait for the cell to drop to 3.2-3.4v before recharging.

Sidenote: I know that it is better to frequently top off cells instead of doing a deep charge on them, but it's nice to know what the cells can be safely run down to.

Cutoff stated is 2.5v

"(3) Discharge Termination VoltageNNP series 2.5V per cell (2.75V per cell in the case of 2 series or more)
PSS and Cobalt acid series 3.0V per cell
Avoid discharging at voltages less than these."

About 1Ah capacity left @ 3.6v. So ~30%. Depending on the discharge current the cells should generally rebound after 10 minutes to about 3.2v+.

The 2.5v is the minimum voltage underload. I would say that about 3.2-3.3v idle voltage is about 0%, but its always better to recharge sooner rather than later...
