Are all the modes on the H31 current controlled, or is PWM used? It doesn't state on zebralight's product page when it normally should.

Interesting that Zebralight quote this for the H51 "The 200, 140, 30, 8 and 2.5 Lumen output levels are current regulated. The 100 and 0.2 Lumen output levels are PWM generated", but that for the H31, no such specification is included. I wonder why.

The interface looks the same, so maybe the driver is the same, and therefore the PWM is used just as in the H51 (on the 100 and 0.2 lm outputs), but it would be nice if they confirmed it.

I have the xp-g H31Fw. All of the lower outputs in each H/M/L is PWM derived.

I think we also covered in another thread that the end of life of a particular primary cr123 is not very graceful. You have roughly one minute from the time you notice/detect that something is wrong with the regulation (flicker, drop in expected output) until the flashlight is dead.
The H51 xp-g is better in that regard.
I can't recommend this [H31] light to a novice.
