I don't know, but I'd guess that the earliest, lowest rated flashlight apps are the most likely to turn the led flash into a light by rapid firing.
Thinking that later, better apps are more likely to use a more sophisticated method of powering the led than tricking it into rapid flash.
Sheer speculation.
