Panasonic NCR18650 VS CGR18650

Google both numbers, the cgr is I think 2200mah 2400, and the others is 2900, 3100 and 3400 and I think that their chemistry is a little different

Yep, mainly they are different chemistries.

NCR18650 chemistry is Lithium Cobalt, highest in capacity however it is designed for low current draw.
CGR18650 chemistry is Lithium Manganese LiNiMnCoO2, very similar to LiFePo which has high charging and discharging current more than 10A, however capacity is much lower. Unless you have a monster incandescent light that draws some hundred of watt, NCR18650B with protection will be your best choice
