easy way to add over-discharge protection?

I am looking to run a 20W LED lightbar off Li-Ion (18650) packs. I know I can damage the batteries by drawing the voltage too low. Is there an easy way to add protection so that doesn't happed? Or is that part of the "protection" built into the 18650 (I thought that was just over-charge protection?)

I think another way to ask the questions is: do "protected" batteries protect then from over discharge? My assumption was that they only protect from overcharge, but I really don;t know.

From what I understand some will trip and not allow the battery to recharge, unless your charger has a circuit in it to reset the over discharge protection.
