Next question..I'm using a flexblock to regulate my LED's.
1- Where should the on off switch go? Between the battery and flexblock, or between the Flexblock and LED?
2-Should I run a fuse and where? ( 700ma / 48v )
1. Ideally between battery and Flexblock, otherwise you'll be burning power having the flexblock on all the time.

Since it's an underwater lighting, I would suggest you do some research into electric hazards. The NEC code would be a good place to start. I would not rely on a fuse for shock protection.
