I recall this as being a staple of late night infomercials last year. More interesting for where and how it was made... very representative of a whole group of smaller manufacturers in the far east.

PF for EnergyStar is 0.7 for >5W, not 0.8
It has no flicker, because the PF is so bad (no PFC). That big cap is on the input side, not the output side leading bad PF, but low flicker.
Potting is not only for heat. It is also for leakage currents for damp-rated bulbs, and also to reduce audible noise in triac dimmed bulbs. Cheaper ways to deal with heat than potting and no dimming so ....

Yuyao/Ningbo is not on the "Far" outskirts of Shanghai. That would be like saying Philadelphia is on the far outskirts of Washington. Shenzhen is the lighting capital of China though, not Shanghai. Ningbo is not "cheap". Cheap requires going inland.

Any FCC marking on it? I have my doubts it would pass.
