Which 18650 for sub zero (C) temperatures?

Hi there,

I'm having problems with my Zebralight and EagleTac 3400mah 18650 batteries in freezing temperatures. Apparently this is a problem
of internal resistance, and the zebralight switches down to lower lumens.

Can anyone recommend me good batteries with better performance in this temperature range?
I heard the Samsung INR18650-25R performed good, the NCR18650B should but apparently don't.

This leads me to another question: 3400mah is of course better than 2500mah - since the batteries are equally sized,
what's the pros/cons of say 2xxxmah vs 3400mah, as many of them are below 3000. Is there also a benefit to this or is it just cheaper?
Most batteries with lower internal resistance have lower capacity ratings it seems.
