In particular, I have a Fenix PD30. Can I use an 18650 in it? Thanks.

I use 18650s in my PD32 and they work just fine. I don't notice any output deficiency when doing so, compared to 2xCR123As.

Not if the tube is too narrow to fit the 18+mm diameter of the 18650. In that case a 16650 will work...

"CR123A lithium batteries have a maximum discharge current specification of 1.5 amps (3.5 amps pulse)."

That's a negative advertisement against $urefire and maximum discharge current specification of 1.5 amps is if you want an hour of run time.
Primary CR123A are used in many $urefire HO incand bulbs such as P61, P91, MN16, MN21 and MN61 for more than decades without any problem.
Most of mentioned bulbs need or take over 2.3 Amps.

That is a $urefire P3X Fury.
4.3 Amps draw is at beginning of test then it drops down to about 1.5 Amps.

Thanks. At that current, I am not surprised it drops down so fast.

I have a datasheet for a Sanyo CR123A. It defines maximum pulse current to be that current which causes battery voltage to sag to 1.0 volts after 15 seconds. With that definition, Sanyo determined the maximum pulse current for its CR123A to be 3.0 amps. If Surefire tries to pull 4.3 amps out of that battery, it won't get it for very long!
