Looking for ~25 mW red laser with conical beam

I'm in need of a red laser module to prototype a medical device. I intend to use it as a ~20° conical beam "flashlight", so I think around 25 mW would be ideal. Unfortunately, I can't find anything in this power range. I see lots of 5 mW, and over 200 mW, but not much in between. Can a 200 mW diode be driven at 25 mW? Any suggestions on how to acheive a conical beam? Is it as simple as using a bare diode without a lens?

I am no expert but I think the ones with variable focus tip will be conical when you
'defocus' to slightly flood mode although nothing like a true flood mode on a flashlight.

You will need one of the Companies who rates the Wattage honestly and I see a 30
milliwatt version is common not 25..
