Users who have repurposed laptop 18650s into power banks. How useable are they?

I have a laptop battery that according to my laptop, only had 30 minutes of capacity.

I decided to pull it apart and there were 2p3s batteries. I pulled them out and put one in a single 18650 ebay china battery pack.

I'm kind of shocked at the power it has compared to the 2xaa usb battery pack.

The 18650's are very old, but that single cell seems to charge my small cell phone much better, and much longer than the 2xaa usb pack.

The 18650 also seems to keep my 7"tablet running.

Although the 18650 seems like it's not as able to charge the tablet as quickly when the tablet is completely off.

With the tablet off the 2xaa usb pack will add 25% to the tablet very quickly, whereas the 18650 seems to take hours to do so.

Yes it sounds strange, and i'm in the process of getting a voltage/current usb meter.

It almost seems like the 2xaa usb powersource has no regulation in it and wastefully pumps power into whatever device, but the 18650 does it effienctly but slowly.

For only 30 minutes of capacity left in the battery (new is 2:30) these 'old' 18650's seem to have a TON of useable power left in them.
