My two new protected 18650 cells arrived from the vendor at about 3.5 volts. Should I worry that their life is compromised at this point, and return them, or are they most likely OK? I don't have any previous experience with cells of this size, as I've only bought 16340 cells before, and they arrived at about 3.7 or 3.8 volts. The vendor is a reputable flashlight maker I won't name now for obvious reasons. But I'm worried about the fact that the cells were allowed to discharge to such a low voltage.
