18650 protected cells in series

I have several 8s 18650 packs with a BMS installed. If I wanted to make more of these packs could I use 8 protected cells in series and not use a BMS? Each cell should stop charging when it is full, but would his cut off the charge to the others?

Yes.

For battery packs, a BMS is FAR better than using protected cells.

As I'm not an RF hobbyist, I just don't use series flashlights much anymore, at least if they're lithium ion types.
