my craftsman battery pack died. so out of curiosity, i took it apart and found 5 green 18650's. the batteries charged up fine. im assuming they are unprotected.

is it safe to use them in my zebralight sc62w?

Of course. Am 18650 is an 18650. Half of my 18650s have come from tool batteries. Yours will probably be tired and they'll definitely be of lower capacity than than a newer cell but they'll work fine as long as they're in good shape

They are usually low capacity, high amperage cells.

My Ryobi has only 1500mAh cells in it. Nothing fundamentally wrong with that. Just expect more limited runtimes than with other cells. Only very recently does it seem some of the newer high capacity, high discharge cells have started to be used - eg, Dewalt now has a 6Ah battery that suggests 10 x 3000mAh cells.

If your charger reported the battery pack is dead, one or more of those cells may have almost no capacity remaining or a very high internal resistance.
