Trying to find out what this thing is - russian night vision

Although night vision is kind of a reverse flashlight, I'm hoping anyone can recognize this thing. I picked it up at a thrift shop.. It says 'Made in Russia' in English and the lens cap is in English but I can't find anything like it.. I've looked through 1000's of images of night vision optics and even tried reverse image searching and nothing..

Any help is appreciated!

At first I thought it might be some version of ANVIS [Aviator's Night Vision Imaging System] but it doesn't have the fine adjustments for eye width and paralax and such that an aviator needs so it's more likely for something ground based.
