Once the voltage drops to below the regulated amount, does the light go to Direct Drive or does it go out till you put in fresh cells?

I'm pretty sure it's direct drive. I tested mine on a bench supply last month when assembling a light, and I would have noticed if it did not light up until Vf was exceeded. There is a lower limit in the specs somewhere.

It shifts nicely into direct drive. I have been using this feature in my two stage switch mods where a resistor will drop the Vin below Vf.

Depending on your power supply however, it may be that when your voltage drops below Vf, your batteries are well depleted and not much power is left.

I'm wanting to run a TVIK Lux III on a Hotlips using 2 Pila 150's. I know that the fresh cells push my Lux V at 1.8A, so it should fry a Lux III.

Will this work with say a Downboy 1000 or 1200?
