how to make the most out of a luxeon?

a t bin is rated at 70 lumens, around at 700ma. to get the most brightness, should i direct drive it off 3xDs or run a regulator?

I think you just answered your own (original) question...

You don't know the current if you don't control it, I say go with the regulator.

wait, for full blown brightness (reliably), should I go regulated or DD? This will be my next modded mag that i'm making for a buddy

Unless you're running up against the ultimate maximum discharge rates of the cells, there's no reason to assume that regulation is dimmer than direct drive. Regulation is less efficient than direct drive, but brightness can be the same.

Regulation will certainly result in full brightness for much, much longer than is possible with direct drive.

if you drive a lower Vf bin with fresh charges D size nimh´s......
