FUJI POWER CR123A Batteries -- Recalled ?

I found in my battery box a set of 2 "factory sealed" Fuji Power CR123A batteries. I think they were ordered from Galls police supply company.

If I am correct, I think I remember hearing that there was a RECALL on these batteries.

Questions:

1 -- What is the reason for the battery recall (if there was one)?

2 -- Would it be okay to use these in a non-Galls flashlight (i.e. is the problem with these batteries unique to the Galls flashlight, or to all flashlights)?
