Lens affecting beam

Lately I have noticed a number of lights coming with a lens that looks like a magnifier lens. Especially in some Dorcy lamps. What does this lens do that a clear lens will not. The beams appear to be very round and concentrated without much spill.

You have described what they do.
Overall light output will be slightly reduced but the remainder will be concentrated into a smaller area.

That usually will be an advantage.

I expect that sooner or later they will rediscover the fresnel lens and find a cheap and reliable way to move it.
Less loss and focusable.
