Default Halogen Work Lamp Tube Bulb Question

Sorry if this is in the wrong area, not sure where the Halogen Work Lamp questions go.

Ive had a few of those 300 watt tube halogen lamps that were recalled for starting fires when they were knocked over and a few work lamps.

One thing I noticed from both rather 300 or 150 watts is the tube bulb would melt. I have a 150 watt work lamp now that you can see that the glass from the bulb is melted and forming drips towards the part of the lamp that faces the floor.

Is this how they work/fail. Anyone notice this? Is this normal?

No one has used one, ever had their bulb melt or knows why, if this is normal?
