Default Looking for Compact Fluorescent PAR38 Floods

I've replaced all of the lights in my house - with the exception of the can lights in the ceiling of our finished basement - with compact fluorescents. Now my kids are bigger and end up playing in the basement more and leaving all thirteen PAR38 halogen floods on. I'd like to replace them with compact fluorescents.

I picked up a couple 23 watt Sylvania C23WL/PAR38/BL/1s for $8 each to see how they looked. They cast a satisfactory light, so now I want to buy quantity. I've spent the last hour or so looking for case lots of compact fluorescent PAR38s, but am not finding much. What I am finding isn't any cheaper than the Sylvanias I got at Lowes.

Here are my questions:

Are any compact fluorescent PAR38s significantly better than the others for the money? I don't mind paying the marginal dollar if I get value for it.

Does anyone know where I can get a good deal (<$9 per bulb shipped) for cases of good PAR38s? (at least as good as the Sylvanias)

GE sells a PAR38 version of their biax but output is greatly reduced compared to the non-reflectored type. I've had variable luck with the Biax PCBs cooking to death. GE's Genura R30 inductive CFL is another, longer life, brighter, option but keep them ventilated.
