Glow Powder Nightlight

I have been following CPF for almost a year now. I finally decided to register. Anyway the reason for this post is that I had this great idea for a nightlight for my bathroom. It seemed that the new type of glow powder that is available it could be used to provide usable light for several hours after the fluorescent light is turned off. Unfortunately this didn’t work.
I used a plastic Taco Bell cup and cut a hole it the bottom of it. I also cut the top off to the same height as the spiral fluorescent bulb that I already had in place. I mixed 1/2 ounce of glow powder with 0.45 ounces of clear fingernail polish. I then painted the inside of the cup with the paint. After installing the cup on the spiral fluorescent bulb through the bottom of the cup into the socket I gave it a try.
I let it charge for about an hour then turned off the light. It glowed with sufficient brightness for about 3 minutes and then it dimmed dramatically. Even then it was still barely bright enough to be useful. But that only lasted for about an hour.
Any ideas as to why it didn't do a better job? I purchased the aqua glow power from ReadySetGlo.com
