They both use TiO2, so they are the same technology, at least. It looks like the Fresh2 people would rather use "extremely strong natural oxidizers" instead of "ozone," presumably due to some negative connotations. Personnaly if I wanted ozone I'd get some sort of an O3 generator (I have an Ionic Breeze), it works when I want it to, whether the lights are on or not.
I did find this bit amusing though. "At this time, the Fresh2 is only available via this website... This exclusivity allows us to ... provide you ... the lowest price possible." How noble.
