lights for small sign

I have a display sign about 30 x 30"'s I want to put blinking lights around it at my booth at our state fair. In the middle of the sign I want to put a light shapped like an arrow going from one side of the sign then when it reaches the end it will start over again. This arrow shape has to be inside a rectangle 4" wide and about 24" long. can anyone help me find what i need to do this
