I am trying to build a light from a 100 watt led chip that I got off ebay and I have a few questions. First is it possible to keep the chip cool on a heat sink without a fan. What is the max temp that the light can be run at without damaging it. Any help is greatly appreciated thanks.

yes.
You will have to select an adequate heatsink, though, and expose it to sufficient cool air.
When you are out shopping for a heatsink, keep an eye on the spec for thermal resistance.

that is information that the LED manufacturer can supply. Usually they will specify the maximum junction temperature (the temperature of the semiconductors in the device). Based on your knowledge of the ambient temperature, the thermal resistance of the heatsink, and any consistent airflow over the heatsink, you can calculate the expected junction temperature.
