Can a 110 volt led light bulb be FULLY lit using less watt power than (in my case) 7 watts?

I have made a device that will FULLY light up 4 seven watt led bulbs with 18 watts of power.

How is this even possible as 28 watts are required?
 
it will be hard to provide an answer without more details. For example, what is "fully lit" and how do you measure it?
A second question would be "how are you measuring the power being delivered to each bulb?".
A third would be "what is your device? Can you show us the schematic and explain how it operates?".

Either the specification or the measurement is not met. You are powering 4 bulbs at 18W power (4.5W each, not 7W), or measuring incorrectly. There would not be a dramatic difference between 4.5W and 7W power output, although you could set up observations to carefully see the difference.
