if i were to get a bullbar for my truck, what would be a safe way to power these lights?

Best bet would be to buy a larger alternator that can add 250 watts to your current alternators rating about 20-25 more amps.

That price is worth it just for the housings imho. I can't quite tell from the pics, but if they are not sealed beams you could probably replace the 24-volt lamps with 12-volt lamps (and you can find 12-volt lamps in a variety of wattages and filament orientations).

If they are sealed-beams then you could possibly swap the entire sealed beam lamp with a PAR lamp, but the issue here is that you'd need a PAR48 lamp, and I don't think that's a standard size.

I'm not sure providing 24 volts to these lamps from a 12 volt charging system would be cost-effective. A DC-DC converter that large would probably cost as much as a brace of Lightforce HIDs.
