3 watt, 80 lumens? Shouldn't it be more lumens or less watts?

I have a rayovac vatios rated at 3 watts, but on the packaging and based on my estimation, it is 80 lumens. Based on the LED, it seems to be a luxeon (non rebel).

Based on my understanding, most LED's put out between 60 and 100 lumens per watt. How could this flashlight be both 3 watts and 80 lumens, or is there something I don't understand.

Question Solved: I found this info for Luxeon III:

60 lumens @ 700mA
80 lumens @ 1A

1) It uses a Lux III, which is a distant generation behind.

2) "Watts" as an advertising tool for brightness is completely meaningless. They can put the power consumed by the LED, the power drawn from the batteries, the marketing ability of the LED, or they can just make up a number like "Super 12W LED 120 lumens!!!! Brightest flashlight!!!"
