I just installed some air-tight trim kits for recessed (can) lighting in my house. Though my house is only 10 years old and has IC (Insulation Contact) cans, there was a substantial draft on windy days. The new trim kits are pretty much as advertized: AIR TIGHT. It's like night and day -- a real energy (i.e. money) saver.

They install in a few minutes with no tools. You'll need to know the exact make and model of your can to select the correct trim kit.

Here is the one that fit my cans. I have no affiliation with the vendor or manufacturer.

Thanks for the tip. Here in Michigan this is a big problem with a lot of my friends houses. I'm wondering if liquid foam insulation would work as well?

Please don't take the following the wrong way, but pretty much everybody here has likely run across my (some say neurotic) hatred of can/recessed lights.

I realize you are just trying to solve a problem and save some energy bills, but my logical side has to ask: If you didn't have holes in the ceiling, then you wouldn't be trying to insulate them....right? :)

Of course you're 100% right about having holes! But, given the holes, here's a solution. No offence taken.

Foam might help in certain circumstances but I'd be wary of the contact with non-IC lights. I considered foam but opted for the trim kits. They really do work and they're zero trouble to install, the work being on the inside AND tool-less. But at $12 - $20 a pop, they're not cheap. I used them only on the worst offenders.
