I do believe that statement is worded poorly.That's were the confusion lays. There is no prohibition on laser pointers in the state of Maryland or local jurisdictions that I'm aware of. It is unlawful to shine the pointer at certain things like people, cops being a very big no no. That is what I think is meant by prohibition, not ownership.
In the video portion of the story this "Boob" could face up to 5 years in prison and a $5000 dollar fine.
