they love to select who they go after like fines pople on board break rules but no fine. i had a new window unit and they fine me and i got rid of it 3 days after they changed the rule lol. the old board was way better due to they was way smarter and fair

HOAs are like little sovereign kingdoms ruled by a committee of dictators. Of course their own rules don't apply to them. Honestly, you'd be better off consulting with an attorney who specializes in property rights. Maybe there are laws in place in your jurisdiction that limit what they can charge. If not, they're likely free to get away with charging whatever percentage they feel like charging.
