Are Orb flashlights current regulated?

Title says it all. I am thinking of getting an Orb Raw with Cree XR-E (in aluminum). However, I cannot find information about whether or not it is regulated on the website. Also, if I do get it, is the orb website the best place to buy from?

As far as I know they are direct drive with the dual levels using resistors for the lower level.
