I bore mine with a round file, then I made a nozzle on a drill from sandpaper to smooth the surface a little. Works well, but you have to constantly check inserting and removing the 18650 to check if you removed too much metal, also the hole is not quite round

But this was before a friend told me the method, the same one used by @sween1911 - take a 12-14 mm rod of wood or metal and wrap it with sandpaper and grind it slowly with a screwdriver. Much faster and smoother

I have bored several lights. A 6P to 18650 (18.7mm). A Jetbeam RRT0 to 18350. And a Warsun CT9T to 21700. Using an adjustable reamer. Because those reamers are not perfectly cylindrical, but slightly tapered, I reverse the body with every pass. This also prevents things from going sideways.
