Bulb Lumens or Torch Lumens

I did a quick search of the forum, and didn't find a similar thread (please correct me if I'm wrong), so....

Who rate's their outputs in torch lumens, and who rates them in bulb lumens? Specifically curious about WE lights and Fenix. I'll get it started with what little I know (sorry all 🙁 ).

Surefure: under-rated, even in torch lumens.
LF: LA's rated in bulb lumens.

HDS: exact lumen on max.

Tigerlight: out-the-front if the figure is given

The rating for Fenix, etc are way over in most cases and should not be relied upon.
