If you can find out how the PIC12F629 is controlling the power, that gives the chance of bypassing the power control.
I'd guess that the 12F629 is probably driving a FET as a switch, and if that is the case, you could just short the FET out.
Two ways of working out how the circuit works is either to trace the tracks on the board, or to look at the circuit when it is running.
If you had the circuit running in one of the strobe modes, then one of the PIC pins will probably be slowly switching between high and low, and you might be able to work out which pin by using a multimeter.
